A Raft RPC used to transfer leadership to a designated follower. The current leader first brings the target follower's log up to date, then sends TimeoutNow, which instructs the follower to begin an election immediately without waiting for an election timeout. This allows graceful, planned leader handoffs — for example, during a rolling restart.
