RU: retry storm

A failure mode where many clients simultaneously retry failed requests against a recovering service, generating traffic that exceeds the service's capacity and prevents recovery. It turns a transient degradation into a sustained outage; mitigated by exponential backoff with jitter, circuit breakers, and retry budgets.
