RU: retry budget

A resilience policy that caps the total rate of retries a service may emit as a fraction of the original request rate — for example, allowing at most 10% extra requests as retries. When the budget is exhausted, additional failures are returned immediately rather than retried, preventing retry amplification from overwhelming a degraded dependency.
