RU: RequestVote

The Raft RPC sent by a candidate to solicit votes during an election. The message carries the candidate's term, its node identifier, and the index and term of its last log entry. A recipient grants its vote only if it has not already voted in this term and the candidate's log is at least as up-to-date as the recipient's, enforcing Leader Completeness.
