A unit of data routed through a network, consisting of a header containing control fields (source and destination addresses, protocol, TTL) and a payload carrying the actual content. Each protocol layer wraps the layer above as its payload, adding its own header — a process called encapsulation. Packets from one layer 4 stream may take different paths and arrive out of order.
