A QUIC feature that allows an existing connection to survive a change in the client's IP address or port — for example, switching from cellular to Wi-Fi. Because QUIC identifies connections by a connection ID rather than the 4-tuple (src IP, src port, dst IP, dst port), the endpoint can rebind to the new path without a full reconnect.
